The City of Lompoc Consolidated Plan, Annual Action Plan and Consolidated Annual Performance Evaluation Report (CAPER) are required to be submitted to the United States Department of Housing and Urban Development (HUD). HUD awards federal grant funding annually to participating jurisdictions and entitlement communities under a variety of programs. The City of Lompoc participates in the following programs administered by HUD: Community Development Block Grant (CDBG) Program and HOME Investment Partnership Program. The County of Santa Barbara has been the lead agency of the HOME Consortium since 1997. In 2007, the City of Lompoc along with the cities of Buellton, Carpentaria and Solvang partnered with the County of Santa Barbara to qualify as an Urban County under the CDBG annual funding.
The CAPER is an annual report required by the U.S. Department of Housing and Urban Development (HUD) reporting accomplishments made during Program Year 2014 (7/1/2014-6/30/2015). It is to be completed within 90 days of the close of the fiscal year. All funding allocations and projects recapped in the annual report have been previously approved by Council. By reviewing the report and conducting the 15-day public review period (September 1 – 15, 2015), City staff will be able to submit the report with any comments to HUD in compliance with this requirement.
Please note, the City of Lompoc CAPER does not include detailed reports referencing HUD activity numbers for activities funded with City Human Service, County HOME Consortium or Urban County Partnership CDBG funds. The County HOME Consortium and Urban County Partnership CDBG funds are reported to HUD in the County of Santa Barbara CAPER as they are the Grantee and directly responsible to HUD for those funds.
