Lompoc Dine-In Restaurants, Retail Stores Permitted To Open

LOMPOC, CA, May 21, 2020– The City of Lompoc is pleased to share that more Lompoc businesses, including dine-in restaurants, destination retail stores, and campgrounds and RV parks, have been permitted to reopen. The health officer order went into effect at 9 a.m. today, May 21.
 
According to the Santa Barbara County Public Health Department, “Santa Barbara County’s Attestation and Reopening Plan has been approved by the State of California. The County of Santa Barbara will begin moving further into stage 2 of the reopening process. A modified Health Officer Order has been released providing guidance regarding the criteria and procedures with which Santa Barbara County will move forward through the expanded stage 2 of the Governor’s 4-Stage Process.”
 
Under the order, lower-risk workplaces are permitted to reopen safely while adhering to social-distancing guidelines given by the governor and the Santa Barbara County health officer, including:
 
• Destination retail, including but not limited to clothing stores and shoe stores
• Dine-in restaurants (other facility amenities, like bars or gaming areas, are not permitted)
• Campground and RV Parks
 
To reopen, businesses must follow guidelines outlined by the state and complete a self-certification of safe practices. The Santa Barbara County Reopening in Safe Environment (RISE) website available at recoverysbc.org includes industry-specific prevention plan templates for industries as well as the self-certification process. From the Recoverysbc website:

BEFORE REOPENING ALL FACILITIES MUST
1. Perform a detailed risk assessment and implement a site-specific COVID -19 protection plan
2. Train employees on how to limit the spread of COVID-19, including how to screen themselves for symptoms and stay home if they have them
3. Implement individual control measures and screenings
4. Implement disinfecting protocols
5. Implement physical distancing guidelines

HERE IS HOW TO RISE
1. Begin by reviewing the guidance published by the State of California and the County of Santa Barbara.
2. Upon reviewing the guidance, perform a detailed risk assessment in accordance with the state guidelines for your industry and prepare a COVID- 19 protection plan based on the guidance.
3. Implement a site-specific COVID-19 protection plan. This must be kept on site and readily available
4. Complete your industry specific checklist.
5. Complete the attestation by completing this form.
6. Post the industry specific checklist and the attestation at your business to show your customers and employees you have reduced the risk and are open for business.
7. Upon completing your attestation, an official from your local jurisdiction (city or county) may conduct a site visit. Business should consult their jurisdiction to determine additional code requirements for their specific industry.

“Reopening is necessary but maintaining the flattened curve is also important also,” Lompoc Mayor Jenelle Osborne said. “It is important that every industry allowed to open respects and follows these new guidelines in order to protect their customers and clients, as well as our residents, healthcare workers essential workers, and first responders who are looking forward to patronizing and supporting these local businesses once again.”
  
Van Do-Reynoso, Director for the Santa Barbara County Public Health Department, said, “This is an exciting next step for our entire community and we are thankful for the diligent cooperation of residents. As local businesses work through reopening we encourage them to adhere to physical distancing and hygiene guidelines while educating both staff and customers of new practices.”
 
Businesses already permitted to be open and in operation are asked to confirm that they have met guidance set forth by the State of California and the Santa Barbara County Health Officer for their industry by completing an industry-site-specific COVID-19 protection plan, checklist, and attestation by June 5.
 
The State of California has provided Guidance for Dine-In RestaurantsChecklist for Dine-In Restaurants, and Guidance for Retail, documents that help businesses understand how best to adapt practices and procedures for this next reopening stage.
