Permit Ready Accessory Dwelling Unit (PRADU) Program
WHAT IS AN ADU? WHAT ARE THE BENEFITS?
- ADU: Accessory Dwelling Unit
- JADU: Junior Accessory Dwelling Unit
- Per Government Code Section 65852.2, an ADU refers to an attached or a detached residential dwelling unit that provides complete independent living facilities for one or more people and is located on a lot with a proposed or existing primary residence.
- ADUs and JADUs offer many benefits, including:
- Affordable housing construction: because ADUs and JADUs do not require paying for land or major new infrastructure;
- A source of income for homeowners;
- Living space capacity comparable to newly built condos and apartments; and/or
- Increased proximity to extended family, including aging parents.
- For additional information regarding ADUs, please visit: California Department of Housing and Community Development.
WHAT IS THE PROGRAM?
- The City of Lompoc intends to further facilitate Accessory Dwelling Unit (ADU) construction by developing a Permit Ready Accessory Dwelling Unit (PRADU) program, as required by the 2023-2031 General Plan Housing Element Update Implementation Program H-A.14.
- The PRADU program was approved by the Planning Commission on September 10, 2025, and the City Council on October 21, 2025 (item number 3).
- The conceptual prototype plans are provided in the links above which show the styles that will be offered. The PRADU plans are currently being drafted and still require review and approval from the Building Division before they are available to the public for use. We expect the plans will be ready for applicants by mid to late 2026. If time is a factor, you may want to contact a design professional (draftsman/architect).
- The PRADU program expedites permitting and construction of ADUs, thereby resulting in additional much-needed housing units in areas already planned for growth.
- Implementation of the PRADU program also ensures compliance with State Assembly Bill 1332, which requires jurisdictions to develop preapproval programs for ADUs and create 15-day streamlined approval processes for the preapproved ADUs.
HOW DO I APPLY FOR THE PRADU PROGRAM?
- Knowing what type of ADU you want to build is an important first step because there are different requirements and development standards for the various types of ADUs. Read more about the ADU and JADU requirements in the PRADU Handbook.
