Homebuyer Assistance Program
(This program is currently closed and is expected to reopen in early 2026.)
The Lompoc Homebuyer Assistance Program (LHAP) is a City of Lompoc Housing Trust Fund Program that expands home ownership opportunities in the Lompoc community. The program reduces the financial challenges of buying a home by lowing upfront purchase costs and carrying costs. The program enables qualified families to purchase a home that provides a stable residence which in turn strengthens the families, neighborhood and community. Participants must be first time home buyers with low to moderate incomes (up to 120% Area Median Income) and must purchase a home located within the Lompoc city limits. Program highlights:
- Loan Amount: Up to 18% of purchase price not to exceed $153,000
- Interest Rate: Fixed 3%
- Term: 30-years
- Payment Terms: No monthly payments; repayment is deferred until the earliest of:
- Refinance of the first mortgage
- Sale of Property
- Transfer of Title
- Default
- 30 Year Maturity Date
- Closing Cost Grant up to $7,500
- Eligible Properties: Owner-occupied single-family homes located within Lompoc city limits that are on a permanent foundation and have an individual deed to property
- Income Requirement: Borrower income must be 120% at or below the area median income

Community Development Block Grant (CDBG) Program
The CDBG Entitlement Program, established in 1974 and administered by the U.S. Department of Housing and Urban Development (HUD), allocates annual grants to non-profit agencies who will develop viable communities by providing decent housing, a suitable living environment, and opportunities to expand economic opportunities, principally for low- and moderate-income persons.

On May 6, 2014, the City Council adopted Chapter 45 of the Administrative Procedures Manual’s Sub-Recipient Financial, Programmatic, and Monitoring Reporting Requirement Policy (Policy). This Policy prescribes responsibilities for non-profit partners, affordable housing providers, and affordable housing developers, collectively, sub-recipients (Sub-Recipients). The Policy defines a Sub-Recipient as an affordable housing organization organized primarily to provide for lower-income residential, transitional, and homeless housing needs, non-profit agencies providing community services, and organizations that receive funding through the City by way of grants or loans.
