The pro-business interests of the City strive to assist existing and future businesses grow and prosper. Various programs we offer are as follows:
Electric Utility Business Incentive Rebate Program
City’s Economic Development Department partners with the Electric Utility Division to reduce current vacancies by providing an incentive to expanding or new businesses that wish to locate their business in an available vacancy. The incentive is a reimbursement of a portion of the electric consumption for a period that does not exceed 18 months once occupying the vacant space. The reimbursement rebate is based on a graduated percentage which is as follows:
- The rebate for the first six months or billing cycles of electric service charges will be 20%
- After the initial six month period, the next six months’ rebate will be a total of 15%
- The final six months of rebate that will conclude the 18 month Incentive Rebate Program will be 10% of the charges

Economic Development Incentive Rate
Industrial or commercial customers are eligible to receive a special rate on their utility billing cycle using a minimum of 25,000 kWh per month. The customer must be located in the following zones: 1) Business Park (BP), Industrial (I), The (former) Redevelopment Agency project area, or Housing and Urban Development low and moderate income census blocks.
Economic Development Revolving Loan Fund Program
The City of Lompoc received federal Community Development Block Grant funds for eligible economic development projects and this program provides loans to eligible businesses whose objective is to create a number of jobs for residents at 80% or less of the area’s median income from those funds. The City is able to lend up to $35,000 per full time job that is created.
Qualifying businesses are as follows:
- The job created must be a permanent, full-time job;
- The business must demonstrate that the CDBG funds are necessary for job creation and/or retention;
- At least 51% of the jobs created need to be created for people whose household income is 80% of area median income or less;
- Must be inside the City of Lompoc limits

Save up to 30% on the cost to operate the lights in your place of business. The City will rebate for the installation of more energy efficient lighting. No rebate will be issued until a pre & post installation inspection of retrofit is performed by City staff and until verification that old lamps, ballast and or fixtures have been properly disposed of at the City of Lompoc Landfill or Hazardous Waste Disposal Facility.

Recycling Market Development Zone
The Recycling Market Development Zone Program offers incentives for businesses and individuals in Santa Barbara County. Some incentives include permit assistance, “fast track” permitting, loans, funding location assistance, outreach, fee reductions, and technical assistance.

Small Business Administration & Development Center Programs (SBDC)
The U.S. Small Business Administration provides assistance programs for businesses including Business Financing, Education, Information, Technical Assistance & Training, Federal Procurement, advocacy for small businesses, and more. Through their organization, they offer businesses loans, loan guarantees, contracts, and counseling sessions. The Small Business Development Center (SBDC) programs are available nationwide to small businesses and individuals who wish to begin a business. Advisors of SBDC provide consulting and training in business plan development, manufacturing assistance, financial packaging, lending assistance, market research assistance and more. SBDC also provides no-cost business counseling and coaching services. The Economic Development Collaborative- Ventura County’s Small Business Development Center of Ventura and Santa Barbara Counties has a a variety of business advisors available for free business help.
Veterans Business Outreach Program
The Veterans Business Outreach Program serves multiple states, including California. The assistance they provide to businesses, both prospective and existing, are business consulting in business development, marketing, sources of capital, government contracting, financial management, infrastructure design, and education workshops.

Small and Disadvantaged Business Utilization
The Office of Small and Disadvantaged Business Utilization is a branch of the U.S. Department of Veterans Affairs and offers assistance for Veterans in business development and economic opportunity. Some of the programs they offer are in verification, acquisition support, direct access programs, and outreach and communications aid.

SCORE is a nationwide assistance organization that offers free expert business mentors for entrepreneurs and prospective business owners. They provide support in action plans, training, workshops and education on how to successfully run a business. They also provide free business tools, free workshops, free business mentoring and more.

Women’s Economic Ventures
Women’s Economic Ventures (WEV) provides business training, consulting and loans for individuals looking to begin a business. They are based in both Santa Barbara and Ventura counties and aid businesses in support of the local economy. In addition to business consulting and coaching, they offer microloans to businesses.

The Commercial Façade Rebate and Loan Program provides opportunity for local businesses to make improvements, modifications, and repairs to the exterior façade of their building. This program has both a rebate and loan component.
