Infill development is new construction on scattered vacant or underutilized lots in the City of Lompoc.
Infill development promotes better use of sites through reuse and repositioning of obsolete or underutilized buildings. Infill uses vital land left vacant during early development and contributes to community revitalization. Infill is representative of smart growth.
Infill development is valuable not only of the environmental benefits of using land more efficiently and directing growth into existing urbanized areas, but also the benefits that quality projects bring to neighborhoods and communities. Good infill conserves open space, helps to energize communities and contributes to jobs, housing and area sustainability.

When You Develop on an Infill Site, the Following May Apply
Streamlined Environmental Review
Infill development projects would be streamlined when the following occurs:
- The project is consistent with the General Plan designation and policies and zoning regulations;
- The project is located within the City limits and no more than 5 acres surrounding by urban uses;
- The project site has no value as habitat for endangered, rare or threatened species;
- Approval of project would not result in any significant effects relating to traffic, noise, air quality or water quality; and
- The project site is adequately served by all required utilities and public services.
Flexible Development Standards
For projects located in the Planned Development District flexible development standards such as reduced setbacks, parking, lot coverage, and building separation may be requested in order to develop a quality project for the benefit of the community.

Increased Density Allowance
Increased density in Old Town Commercial District and Mixed Use District allows residential densities up to 44 dwelling units per acre.
Reduced Project Cost
Infill development by nature reduces the need to provide public infrastructure to support new development. In cases where the existing infrastructure requires improvement, City financial assistance may be available by way of deferred fees and / or loans.
For commercial infill sites the City offers CDBG funded Economic Development Loan Program.
